The Boxelder Basin Regional Stormwater Authority will need a new manager come March, and it has released a Request for Proposals to find one.
The RFP is for an independent contractor to work approximately 24 hours per week as the central point of contract for the authority, reporting to the five-member board of directors and managing programs and projects as well as finances. More than 5,000 developed properties within the service area generate approximately $800,000 in annual revenues to the Authority.
The deadline for proposals is Feb. 17 at 3 p.m.
The Authority was formed in 2008 through an intergovernmental agreement between the town of Wellington, the city of Fort Collins and Larimer County to mitigate flooding along the 260-square-mile watershed of Boxelder Creek. The first phase of the master plan, the Coal Creek Flood Mitigation Project, is set for completion later this year. The remaining two portions are in the feasibility and conceptual design phase.
The Authority’s board of directors decided in November not to renew the management contract with Rex Burns and his firm Local Government Solutions LLC. Burns had been instrumental in designing the Boxelder project as a water engineer for Larimer County and has provided administrative services for the Authority since its inception. His contract expires March 1.
The RFP calls for interviews for a new manager to take place in late February, with a one-year contract for services and a notice to proceed in place by March.
